Draft Cockburn Coast master plan released

PLANS to transform an industrial area of Cockburn Coast into a vibrant coastal urban community of up to 10,000 people moved a step closer this week, with the release of a master plan for the area.

Lands Minister Brendon Grylls said the formerly industrial-zoned land would be transformed into a thriving community with an exciting mix of commercial, residential and recreational activities.

The 140 hectare project area, located five kilometres south of Fremantle and 18 kilometres south of Perth, will link South Beach to the Port Coogee estate and involve the renewal of the derelict South Fremantle Power Station and the former Robb Jetty industrial areas.

Planning Minister John Day said a Metropolitan Region Scheme Amendment to rezone the area from industrial to urban was recently approved following an extended period of consultation and stakeholder engagement.

"The release of the masterplan for public comment and the approval of the Metropolitan Region Scheme Amendment is a significant step forward," Mr Day said. 

"This project is moving forward with the masterplan and Town Planning Scheme Amendment now released for public comment by the City of Cockburn."

Expected to take 15 to 20 years to fully develop, the area will provide employment opportunities for 3,000 people, in addition to housing up to 10,000 people.

According to the land use plan contained within the master plan, an activity centre would feature towards the south-west corner of the project area, with mixed use and residential development of up to 8 storeys to occur on the eastern side. The northern area would consist of low to medium density residential development.

The plan states that the majority of residential development across the site, expected to consist of town houses, row housing, or apartments, will be a minimum 3 storeys in height and generally have a maximum height limit of 5 storeys.

"Cockburn Coast has been developed in line with the State Government's Directions 2031 which addresses Perth's population growth through lively and well connected neighbourhoods," Mr Day said.
