Two consortia shortlisted for Torrens Road to River Torrens project

THE Australian and South Australian Governments last week announced that two consortia have been shortlisted for the major works contract of the $896 million Torrens Road to River Torrens Project.

The major works contract involves the delivery of an upgraded 3.7 kilometre section of South Road between Torrens Road and the River Torrens, including a 2.5 kilometre section of non-stop travel, with 1.4 kilometres of lowered (non-stop) motorway under the Outer Harbor Rail line and Port and Grange Roads.

The two shortlisted consortia are:

  • Connect - McConnell Dowell, Fulton Hogan, SMEC and AECOM; and
  • T2T Alliance - Thiess, York Civil and Aurecon.

The next part of the process will be the Request for Proposal (RFP) phase, which will see the two shortlisted consortia engaged in competitive design and pricing over the next few months.

This process includes further development of an Industry Participation Plan to outline how the successful tenderer will engage South Australian-based businesses and employees, a key consideration in this project that is likely to support about 480 jobs a year during construction.

The major works contract is expected to be awarded in the second quarter of 2015, ahead of major works starting in mid-2015, and the project is expected to be completed by the end of 2018.

Preliminary works for the Torrens Road to River Torrens Project are already under way, with a $6.8 million contract for roadworks at the South Road/Ashwin Parade intersection awarded to South Australian company Bardavcol.
